This Order provides for the conferral of certain transport functions on the Greater Manchester Combined Authority (“the GMCAâ€). This Order has been made following the publication on 30 June 2016 of a scheme for the conferral of functions on the GMCA.
These Regulations are made in part in exercise of the powers conferred by the European Union (Withdrawal) Act 2018 (c. 16) in order to address failures of retained EU law to operate effectively and other deficiencies (in particular section 8(2) (c), (d) and (g)) arising from the withdrawal of the UK from the European Union.
These Regulations are made under section 2(2) of the European Communities Act 1972 (c. 68). They provide civil penalties that apply for contravention of safety and security obligations contained in EU regulations. Consequently these Regulations are issued free of charge to all known recipients of those Regulations.
