These Regulations are made in exercise of the powers conferred by section 8(1) of the European Union (Withdrawal) Act 2018 in order to address deficiencies in retained EU law arising from the withdrawal of the United Kingdom from the European Union (“the EUâ€). The deficiencies fall within section 8(2)(a), (c) and (e) and 8(3)(a) of that Act.
By section 1 of the Safety of Sports Grounds Act 1975 (c. 52) the Secretary of State may designate as a sports ground requiring a safety certificate under that Act any sports ground which, in his opinion, has accommodation for more than the specified number of spectators.
These Regulations are made in exercise of the powers in section 8(1) of, and paragraph 21 of Schedule 7 to, the European Union (Withdrawal) Act 2018 (c.16), in order to address failures of retained EU law to operate effectively and other deficiencies (in particular under section 8(2)(a), (b), (d) and (g)) arising from the withdrawal of the United Kingdom from the European Union.
