These Regulations further amend the Tonnage Tax (Training Requirement) Regulations 2000 by increasing the amount of the payments which fall to be made in lieu of training and which are payable to the Maritime Training Trust. Payments are to be made in lieu of training where the training commitment of a company or group provides for such payments, or where the company or group does not provide training in accordance with the training commitment.

These Rules amend the Civil Procedure Rules 1998 (SI 1998/3132), by—amending Part 3 to make clear the court’s power to require proceedings to be heard before a Divisional Court of the High Court;amending Part 47 to refer to provision now made by Practice Direction 47;amending Part 52 to include a reference to the Social Services and Well-being (Wales) Act 2014 and to make clear that “rolled-up” hearings of applications for permission to appeal and the appeal remain possible;amending Part 59 to reflect the change of name of the Mercantile Court to the Circuit Commercial Court and making consequential amendments to Parts 30, 52, 61 and 62;amending Part 78 to give effect to changes in the EU Regulation establishing a European small claims procedure;amending Part 83 to require the court’s permission for issue of a writ of possession to enforce a notice of eviction under the Immigration Act 2014 (c. 22) as amended.

These Regulations make amendments to the Goods Vehicles (Licensing of Operators) Regulations 1995 (S.I. 1995/2869) (“the principal Regulations”) which, with the exception of those made by regulations 3(c), 4 and 10, are consequential on the making of related legislation, in particular Regulation (EC) No. 1071/2009 of 21st October 2009 which established common rules concerning the conditions to be complied with to pursue the occupation of road transport operator (“Regulation 1071/2009”) and the provisions of the Road Transport Operator Regulations 2011 (S.I. 2011/2632) which give effect to that Regulation in relation to Great Britain and make consequential changes to the Goods Vehicles (Licensing of Operators) Act 1995 (c. 23) (“the 1995 Act”).

This Order amends the Lobsters and Crawfish (Prohibition of Fishing and Landing) Order 2000 (“the 2000 Order”) to prohibit fishing for, and the landing of, lobsters and crawfish which are carrying eggs (“berried” lobsters and crawfish).

This Order amends the Recognition and Derecognition Ballots (Qualified Persons) Order 2000.

This Order amends the Trade Union Ballots and Elections (Independent Scrutineer Qualifications) Order 1993.

These Regulations transpose Commission Directive 2015/719 amending Council Directive 96/53/EC (“the EU Directive”) by amending the Road Vehicles (Authorised Weight) Regulations 1998 (S.I. 1998/3111) and the Road Vehicles (Construction and Use) Regulations 1986 (S.I. 1986/1078) (the “1986 Regulations”) in relation to the maximum authorised dimensions and weights of heavy goods vehicles and buses in national and international traffic where those vehicles use alternative fuel technology.

This Order provides for the establishment, on 1st April 2019, of a single tier of local government for a new local government area comprising the existing Boroughs of Bournemouth, Christchurch and Poole and a single tier of local government for the remainder of the county of Dorset (articles 3 and 7). The counties and boroughs of Bournemouth and Poole, the county of Dorset and the districts in the county of Dorset are abolished on 1st April 2019.

This Order amends the European Organization for Astronomical Research in the Southern Hemisphere (Immunities and Privileges) Order 2009 (S.I. 2009/1748) (“the ESO Order”) and the European Space Agency (Immunities and Privileges) Order 1978 (S.I. 1978/1105) (“the ESA Order”).

These Regulations modify provisions related to boundary changes in the Local Government and Public Involvement in Health Act 2007 (the 2007 Act) as they apply to Somerset West and Taunton.

These Regulations, which extend to England and Wales only, revoke and replace the Sexual Offences Act 2003 (Prescribed Police Stations) Regulations 2017.

The Schedule to the Order contains a Protocol (“the amending Protocol”) which further amends a convention between the Government of the United Kingdom of Great Britain and Northern Ireland and the Swiss Federal Council (“the Convention”).

This Order gives effect to certain exemptions to Landfill Tax under amendments made to the Finance Act 1996 (c. 8) by section 42 of, and Schedule 12 to, the Finance Act 2018 (c. 3).

These Regulations extend to Scotland and are made under section 36 of the Immigration Act 2016 (c. 19) (“the 2016 Act”), which allows regulations to make provision for Scotland which has similar effect to that which Schedule 4 to the 2016 Act makes for England and Wales. Schedule 4 to the 2016 Act makes amendments to the Licensing Act 2003 (c. 17) relating to illegal working. These Regulations make similar effect by amending the Licensing (Scotland) Act 2005 (asp 16) (“the 2005 Act”) and the Civic Government (Scotland) Act 1982 (c. 45) (“the 1982 Act”). These Regulations place restrictions on the holding of alcohol or late night catering licences by people who are not entitled to work in the United Kingdom, or people who have been convicted of immigration offences or required to pay immigration penalties.

This instrument transfers functions exercisable in relation to Wales from Ministers of the Crown to the Welsh Ministers and makes consequential amendments to primary and secondary legislation.

These Regulations are part of a package of measures to transpose Council Directive 2013/59/Euratom (OJ No. L13, 17.1.2014) laying down basic safety standards for protection against the dangers arising from exposure to ionising radiation, and repealing Directives 89/618/Euratom, 90/641/Euratom, 96/29/Euratom, 97/43/Euratom and 2003/122/Euratom. The Regulations extend to the whole of the United Kingdom.

This Order makes provision for the creation of a fire and rescue authority under section 4A of the Fire and Rescue Services Act 2004 (c. 21) for the areas of the councils of the boroughs of Southend-on-Sea and Thurrock and Essex County Council. The person who is for the time being the police and crime commissioner for Essex is to be for the time being the Authority (see article 3) and will be known as the Police, Fire and Crime Commissioner for Essex. The Authority will be known as the Essex Police, Fire and Crime Commissioner Fire and Rescue Authority (“the Authority”). The Essex Fire Authority is abolished (see article 17).

These Regulations amend the United Nations and European Union Financial Sanctions (Linking) Regulations 2017 (S.I. 2017/478) (“the 2017 Regulations”) to refer to Council Regulation (EU) 2017/1509 of 30th August 2017 concerning restrictive measures against the Democratic People’s Republic of Korea (OJ L 224 31.8.2017, p. 1) as it repeals and replaces Council Regulation (EC) No. 329/2007 (OJ L 88 29.3.2007, p. 1) to which the 2017 Regulations previously referred.

These Regulations amend the Operation of Public Service Vehicles (Partnership) Regulations 1986 (S.I. 1986/1628) to take account of amendments to related legislation, in particular those made to the Public Passenger Vehicles Act 1981 by the Road Transport Operator Regulations 2011 (S.I. 2011/2632) in consequence of the coming into force of Regulation (EC) No. 1071/2009 which established common rules concerning the conditions to be complied with to pursue the occupation of road transport operator (“Regulation 1071/2009”).

This Order establishes a new non-metropolitan district, Somerset West and Taunton, in the county of Somerset; establishes Somerset West and Taunton Council as the district council for Somerset West and Taunton and abolishes West Somerset and Taunton Deane districts and their councils (articles 3 to 5).

The Schedule to the Order contains an Agreement (“the Arrangements”) between the United Kingdom of Great Britain and Northern Ireland and 77 other jurisdictions to implement tax treaty related measures to prevent base erosion and profit shifting. The Order brings the Arrangements into effect.

This Order is a universal service order in relation to broadband connections and services. It re-implements Article 3 and Article 4(1) and (2) of Directive 2002/22/EC on universal service and users’ rights relating to electronic communications networks and services (O.J. No. L 108, 24.4.2002, p.51), as amended by Directive 2009/136/EC (O.J. No. L 337, 18.12.2009, p.11).

These Regulations, which apply in relation to England only, have effect for the purposes of determining eligibility for, and calculating the amount of telecommunications infrastructure relief from non-domestic rating liability.

These Rules amend the Special Immigration Appeals Commission (Procedure) Rules 2003 (S.I. 2003/1034) (“the 2003 Rules”) as a consequence of the commencement of—section 66 of the Criminal Justice and Courts Act 2015 (c. 2) which inserts new sections 7B-7D in the Special Immigration Appeals Commission Act 1997 (“the 1997 Act”) which enable ‘leapfrog’ appeals directly from the Special Immigration Appeals Commission (“the Commission”) to the Supreme Court; andthe immigration bail provisions in Schedule 10 to the Immigration Act 2016 (c. 19) (“the 2016 Act”).

This Order makes provision related to the creation of a fire and rescue authority by an order made under section 4A of the Fire and Rescue Services Act 2004 (c. 21) (“the 2004 Act”). Where a fire and rescue authority is created under section 4A of the 2004 Act the person who is for the time being the police and crime commissioner for the police area that corresponds with the area of the authority created is for the time being to be that fire and rescue authority.

These Regulations modify provisions related to structural changes in the Local Government and Public Involvement in Health Act 2007 (“the 2007 Act”) as they apply to Bournemouth, Dorset and Poole.

These Regulations enable the enforcement, in England, Wales and Northern Ireland, of EU common marketing standards for fishery products contained in—Council Regulation (EC) No. 2406/96 laying down common marketing standards for certain fishery products (OJ No. L334, 23.12.1996, p. 1); andRegulation (EU) No. 1379/2013 of the European Parliament and of the Council on the common organisation of the markets in fishery and aquaculture products (OJ No. L 354, 28.12.2013, p. 1).

These Regulations make provision for a reduction of 10% in the rate of HGV road user levy in respect of a prescribed class of heavy goods vehicle.

These Regulations amend the Education (Student Support) Regulations 2011 (S.I. 2011/1986) (“the Student Support Regulations”) to ensure that new eligible students starting pre-registration courses in dental profession subjects or postgraduate pre-registration courses from 1st August 2018 onwards may receive support under those Regulations.

These Regulations are part of a package of measures to transpose Council Directive 2013/59/Euratom of 5 December 2013 (“the Directive”) laying down basic safety standards for protection against the dangers arising from exposure to ionising radiation, and repealing Directives 89/618/Euratom, 90/641/Euratom, 96/29/Euratom, 97/43/Euratom and 2003/122/Euratom. Most of the transposition measures are being dealt with by amending or replacing existing statutory instruments. These Regulations transpose some requirements in Article 73(1) of the Directive as well as making amendments to reflect new definitions in the Directive.

These Rules amend the Family Procedure Rules 2010 (S.I. 2010/2955) (“FPR 2010”).

These Regulations bring into force revised guidance specifying matters to be taken into account in determining whether a person would be particularly vulnerable to harm if that person were to be detained or to remain in detention and, if so, whether that person should be detained or remain in detention.

Short-term holding facilities are places either used solely for the detention of immigration detainees for a period of not more than seven days (or, in the case of a holding room, for a period of not more than 24 hours unless a longer period is authorised) or used for the detention of immigration detainees for not more than seven days or for such other period as may be prescribed and for other persons for any period. These Rules make provision for the regulation and management of short-term holding facilities, including the treatment of detained persons and the conduct and duties of officers in the facility. The Rules provide for matters such as the admission and discharge of detained persons, their welfare, food, clothing, accommodation, recreation and religious observance, correspondence, visits, health care and any complaints they may wish to make, as well as the use of security measures such as powers of search.

This Order, which extends to England and Wales and Scotland, prescribes the fees payable by the holder of a licence issued under section 2C of the Animals (Scientific Procedures) Act 1986.

These Rules amend rule 35 of the Detention Centre Rules 2001. Rule 35 is amended to include a definition of ‘torture’ for the purposes of immigration detention.

These Regulations revoke the Education (Student Support) (Amendment) Regulations 2018 (S.I. 2018/136) and amend the Education (Student Support) Regulations 2011 (S.I. 2011/1986), in order to return the latter regulations to the state they were in before the former regulations were made. In doing so, regulation 3 of these Regulations includes a saving provision for persons who have already made an application for support in respect of a dental profession subject or postgraduate pre-registration course, and whose applications have been received by the Secretary of State by the time these Regulations come into force. The Department will lay new regulations to replace the revoked the Education (Student Support) (Amendment) Regulations 2018.

These Regulations revoke and replace (see regulation 5) the Civil Aviation (Investigation of Air Accidents and Incidents) Regulations 1996 (S.I. 1996/2798) and the Civil Aviation (Investigation of Military Air Accidents at Civil Aerodromes) Regulations 2005 (S.I. 2005/2693). They make consequential amendments to the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 2013 (S.I. 2013/1471) (“RIDDOR”) in order to ensure that injuries arising from air accidents which are required to be notified to the Air Accidents Investigation Branch continue to be excluded from the relevant notification and reporting requirements in RIDDOR.

This Order amends section 23 of the Enterprise Act 2002 (c. 40) (the Act) which sets out the criteria for a merger to be a “relevant merger situation”, thereby qualifying it for investigation by the Competition and Markets Authority. The Secretary of State has the power under section 42 of the Act to intervene in a “relevant merger situation” on the grounds of specified public interest considerations, where appropriate.

These Regulations provide for the enforcement of Regulation (EU) 2016/425 of the European Parliament and of the Council of 9 March 2016 on personal protective equipment (OJ No L81, 31.3.2016, p51) (“EU Regulation 2016/425”).

These Regulations make provision in relation to the transfer of sums and assets by relevant overseas schemes under Part 4 of the Finance Act 2004 (c. 12).

These Regulations relate principally to the circumstances where, for the supply of a health service medicine, a manufacturer or supplier charges in excess of the limit specified in a direction given under section 262(1)(a) of the National Health Service Act 2006 (“NHS Act 2006”).

These Regulations amend the Social Security (Contributions) Regulations 2001 (S.I. 2001/1004) (“the Contributions Regulations”) with effect from 6th April 2018. They are made in consequence of annual regulations setting the rate at which Class 2 National Insurance contributions are payable and which are made under section 141 of the Social Security Administration Act 1992 (c. 5) and section 129 of the Social Security Administration (Northern Ireland) Act 1992 (c. 8).

These Regulations amend the Energy Performance of Buildings (England and Wales) Regulations 2012 (S.I. 2012/3118) (“the principal regulations”), which implement Directive 2010/31/EU of the European Parliament and of the Council on the energy performance of buildings (recast) (OJ No L 153, 18.6.2010, p. 13).

These Regulations impose duties on a landlord of a house in multiple occupation (“HMO”) in relation to the size of rooms available as sleeping accommodation, their maximum occupancy and compliance with local housing authority household waste storage and disposal schemes.

This Order in Council is made under sections 1 and 2 of the Ministers of the Crown Act 1975. It makes provision for, and in connection with, the transfer of functions from the Secretary of State for Health to the Secretary of State for Health and Social Care and from the Secretary of State for Communities and Local Government to the Secretary of State for Housing, Communities and Local Government. It also makes provision for the transfer of functions in relation to commonhold land.

Further to sections 16A to 16Q of the Children Act 2004 inserted by the Children and Social Work Act 2017, these Regulations make provision relating to the functions of the Child Safeguarding Practice Review Panel (in connection with section 16B(1)) and local safeguarding partners (in connection with section 16F(1)). The safeguarding partners for each local authority area are the local authority, clinical commissioning group and chief officer of police. The Regulations also specify relevant agencies for the purposes of section 16E(3) of the Act.

This Order establishes a new non-metropolitan district, East Suffolk, in the county of Suffolk; establishes East Suffolk Council as the district council for East Suffolk and abolishes Suffolk Coastal and Waveney districts and their district councils (articles 3 to 5).

These Regulations make amendments to The Pension Schemes (Application of UK Provisions to Relevant Non-UK Schemes) Regulations 2006 (S.I. 2006/207) (“the Regulations”), in relation to the method of computing the amount to be charged to UK tax in respect of a payment by a relevant non-UK pension scheme (“RNUKS”) which is referable to a member’s UK tax-relieved fund.

These Regulations provide for the enforcement of Regulation (EU) 2016/426 of the European Parliament and of the Council of 9 March 2016 on appliances burning gaseous fuels (OJ No L81, 31.3.2016, p99) (“EU Regulation 2016/426”).

Regulation 3 of these Regulations specifies the criteria which the Secretary of State must apply in deciding whether to designate a body under section 29B of the Police Reform Act 2002 (c. 30) (“the 2002 Act”). Section 29B was inserted by section 26 of the Policing and Crime Act 2017 (c. 3) (“the 2017 Act”). Bodies designated under section 29B will be able to make super-complaints under section 29A of the 2002 Act (as inserted by section 25 of the 2017 Act), being complaints about systemic issues in policing which are significantly harming the interests of the public.

These Regulations amend the Landfill Tax Regulations 1996 (S.I. 1996/1527), in order to make those Regulations compatible with the extension of liability to Landfill Tax to places other than landfill sites under amendments made to the Finance Act 1996 (c. 8) by the Finance Act 2018 (c. 3). They also make further provision in relation to that extension of liability.

These Regulations modify provisions related to boundary changes in the Local Government and Public Involvement in Health Act 2007 (the 2007 Act) as they apply to West Suffolk.

These Regulations further amend the Transport Levying Bodies Regulations 1992 (“the 1992 Regulations”) in consequence of the establishment of the Cambridgeshire and Peterborough Combined Authority under Part 6 of the Local Democracy, Economic Development and Construction Act 2009.

These Regulations amend the Aggregates Levy (General) Regulations 2002 (S.I. 2002/761). The amendment to the definition of “disposed of to landfill” ensures that a credit remains available for the purposes of Aggregates Levy in respect of landfill disposals in any part of the United Kingdom, but that such disposal must be made at a landfill site that is authorised, licensed or permitted in accordance with environmental legislation.

These Regulations modify provisions related to boundary changes in the Local Government and Public Involvement in Health Act 2007 (the 2007 Act) as they apply to East Suffolk.

These Regulations, which apply to Great Britain, revoke and replace the Renewable Heat Incentive Scheme Regulations 2011 (the “2011 Regulations”), which established a renewable heat incentive scheme (“the Scheme”). These Regulations re-enact the 2011 Regulations with amendments. The premise of the Scheme remains the same: owners of plants which generate heat from specified renewable sources and meet specified criteria may receive payments at prescribed tariffs for the heat used for eligible purposes. Payments may also be made to biomethane producers who produce biomethane for injection. The Regulations confer functions on the Gas and Electricity Markets Authority (“the Authority”) in connection with the administration of the Scheme.

These Regulations make provision for the charging of penalty fares for the failure to produce, when required to do so, a ticket or other authority authorising a person to travel by train or to be present in a compulsory ticket area at a station.

These Regulations provide for an exemption to the learning and development requirements as set out in the Statutory Framework for the Early Years Foundation Stage (“the Framework Document”) for schools taking part in the Early Adopters Pilot.

These Regulations provide for the Secretary of State to give a direction (a “security direction”) in response to certain types of urgent security threat. The Secretary of State may direct those persons responsible for a civil nuclear site, nuclear or other radioactive material stored on part of a nuclear site, a nuclear construction site or other nuclear premises, the transport of nuclear material, or those persons holding sensitive nuclear information or equipment or software relating to uranium enrichment. The power to direct arises where the Secretary of State is satisfied that those premises or that material or information is at risk from an imminent threat of terrorism, espionage, sabotage or theft. It also arises where the Secretary of State is satisfied that there is an imminent threat of sensitive nuclear information or equipment or software relating to uranium enrichment being compromised or disclosed.

This Order establishes a new non-metropolitan district, West Suffolk, in the county of Suffolk; establishes West Suffolk Council as the district council for West Suffolk and abolishes Forest Heath and St Edmundsbury districts and their councils (articles 3 to 5).

These Regulations amend the Mandatory Travel Concession (England) Regulations 2011 (“the 2011 Regulations”) to ensure the continuation of the 2011 Regulations. The 2011 Regulations make provision for the reimbursement arrangements between travel concession authorities and operators of public passenger transport services providing concessions under section 145A of the Transport Act 2000.

These Regulations are made under sections 49B and 236 of the Employment Rights Act 1996. They give protection to individuals (“applicants”) who apply to an NHS employer for a contract of employment, a contract to do work personally or appointment to an office or post.

These Regulations replace (and largely revoke) the Immigration and Nationality (Fees) Regulations 2017 (S.I. 2017/515). They also revoke the Immigration and Nationality (Fees) (Amendment) Regulations 2017 (S.I. 2017/885).

This Order is made under section 172 of the Licensing Act 2003 (c.17) and marks the occasion of the marriage of His Royal Highness Prince Henry of Wales and Miss Rachel Meghan Markle on 19th May 2018.

This instrument contains only provisions made in consequence of an instrument made under section 150 of the Social Security Administration Act 1992, and section 132(1) of the Social Security Administration (Northern Ireland) Act 1992.

These Regulations amend the Tax Credits (Definition and Calculation of Income) Regulations 2002 (“the Income Regulations”), the Tax Credits (Claims and Notification) Regulations 2002 (“the Claims Regulations”), the Working Tax Credit (Entitlement and Maximum Rate) Regulations 2002 (“the Entitlement Regulations”) and the Childcare Payments Regulations 2015 (“the Childcare Regulations”).

These Regulations amend the Child Trust Funds Regulations 2004 (S.I. 2004/1450). They provide for the annual limit on subscriptions to be increased from £4,128 to £4,260 (regulation 3).

These Regulations amend the Individual Savings Account Regulations 1998 (S.I.1998/1870). They provide for the annual limit on subscriptions to a junior ISA account to be increased from £4,128 to £4,260 (regulation 4). They provide for amendments to requirements relating to returns of information by an account manager (regulations 3 and 5), an extension of time for the payment by an account manager of a withdrawal charge (regulation 6(a)) and for the manner of payments to be made to the Board (regulation 6(b)).

These Regulations make provision about excepted disclosures in relation to statistical information.

These Regulations provide for mayoral combined authorities to borrow money for a purpose relevant to all of their functions.

Under section 59 of the Social Security Pensions Act 1975 (c.60) the Treasury have to provide by Order for the increase in the rates of public service pensions. The Pensions (Increase) Act 1971 (c.56) defines certain terms and sets out when a pension “begins” (the day after the last day of service in respect of which the pension is payable) and how the increase applies to lump sums.

These Regulations amend the Natural Mineral Water, Spring Water and Bottled Drinking Water (England) Regulations 2007 (S.I. 2007/2785) (“the principal Regulations”), as amended. The principal Regulations regulate natural mineral water, spring water and bottled drinking water in England and implement various EU directives and regulations, including (relevant for the purposes of these Regulations) Council Directive 98/83/EC on the quality of water intended for human consumption (OJ No. L 330, 5.12.1998, p. 32).

These Regulations, which apply to the United Kingdom, make a statutory scheme for the purposes of requiring specified manufacturers and suppliers who supply an item of presentation to pay to the Secretary of State an amount calculated by reference to the net sales income or where specified, estimated net sales income received for the supply of that item of presentation. These Regulations also make a statutory scheme for the purpose of limiting the price which may be charged by manufacturers and suppliers for the supply of an item of presentation.

These Regulations amend the National Health Service (Dental Charges) Regulations 2005 (“the 2005 Regulations”).

Section 9 of the Public Service Pensions Act 2013 (c.25) applies to public service pension schemes established under that Act which require a revaluation of pensionable earnings, or a portion of such earnings accrued as a pension, by reference to a change in prices or earnings (or both) in a given period.

These Regulations amend the Communications (Television Licensing) Regulations 2004 (S.I. 2004/692) (“the CTLR 2004”) to make provision for a trial of a new TV licence to be known as a “Simple payment plan licence (not black and white only)” (a “simple payment licence”).

This Order amends the Proceeds of Crime Act 2002 (References to Financial Investigators) (England and Wales) Order 2015 (S.I. 2015/1853) (“the 2015 Order”).

This Order makes consequential amendments to various provisions of income tax legislation following the introduction of a “starter rate” and “intermediate rate” of income tax that will apply to Scottish taxpayers’ non-savings, non-dividend income for the tax year 2018/19. These rates were set by a rate resolution made by the Scottish Parliament on 20th February 2018 in exercise of their power to set rates and thresholds for non-savings non-dividend income provided for in section 80C of the Scotland Act 1998 (c. 26), as amended by the Scotland Act 2016 (c. 11).

This Order amends the Plant Health (England) Order 2015 (S.I. 2015/610) to implement—Commission Implementing Directive (EU) 2017/1920 amending Annex IV to Council Directive 2000/29/EC as regards the movement of seeds of Solanum tuberosum L. originating in the Union (OJ No L 271, 20.10. 2017, p. 34);Points 16.2(e) and 16.4(e) of Section 1 of Part A of Annex 4 to Council Directive 2000/29/EC on protective measures against the introduction into the Community of organisms harmful to plants or plant products and against their spread within the Community (OJ No L 169, 10.7.2000, p. 1); andCommission Implementing Decision (EU) 2017/2374 setting out conditions for movement, storage and processing of certain fruits and their hybrids originating in third countries to prevent the introduction into the Union of certain harmful organisms (OJ No L 337, 19.12.2017, p. 60).

These Regulations implement Regulation (EU) 2017/2392 of the European Parliament and of the Council of 13 December 2017 amending Directive 2003/87/EC to continue current limitations of scope for aviation activities and to prepare to implement a global market based measure from 2021. Directive 2003/87/EC (“the Directive”) is currently implemented in the UK by the Greenhouse Gas Emissions Trading Scheme Regulations 2012 (“the 2012 Regulations”). The 2012 Regulations require aircraft operators which fall within the scope of the EU Emissions Trading Scheme and are administered by the UK to monitor and report their aviation emissions each calendar year and then to surrender sufficient emissions trading allowances to cover those emissions. These Regulations amend the 2012 Regulations.

This Order amends the Armed Forces and Reserve Forces (Compensation Scheme) Order 2011 (S.I. 2011/517) (“the 2011 Order”), which provides for benefits to be payable to, or in respect of, a person by reason of injury, illness or death caused wholly, or partly, by service in the regular or reserve armed forces.

These Regulations amend the Social Security (Invalid Care Allowance) Regulations 1976 (S.I. 1976/409) (the “principal Regulations”). The Social Security Amendment (Carer’s Allowance) Regulations 2002 (S.I. 2002/2497) substitutes references to “Invalid Care Allowance” to “Carer’s Allowance” in certain legislative provisions. “Invalid Care Allowance” remains part of the title of these Regulations for statutory purposes.

This Order designates specified central government bodies in relation to named government departments for the purpose of those departments’ supply estimates and resource accounts.

This Order amends the Qualifying Care Relief (Specified Care Schemes) Order 2011 (S.I. 2011/712) (“the 2011 Order”).

Section 29 of the Wales Act 2017 transfers certain functions, which were exercisable by a Minister of the Crown in relation to Welsh harbours, to the Welsh Ministers with effect from 1st April 2018.

These Regulations amend the Loans for Mortgage Interest Regulations (Northern Ireland) 2017 (S.R. 2017 No. 176, “the LMI Regulations”) and the Social Fund Maternity and Funeral Expenses (General) Regulations (Northern Ireland) 2005 (S.R. 2005 No. 506, “the SFMFE Regulations”).

These Regulations amend the Loans for Mortgage Interest Regulations 2017 (S.I. 2017/725) (“the LMI Regulations”) and the Social Fund Maternity and Funeral Expenses (General) Regulations 2005 (S.I. 2005/3061) (“the SFMFE Regulations”).

This Order amends the Personal Injuries (Civilians) Scheme 1983 (“the Scheme”), which makes provision for the payment of pensions and allowances to, or in respect of, civilians who were killed or injured during the 1939-1945 World War.

Section 49(1) of the Finance (No. 2) Act 2017 provides that a person may not carry on a third country goods fulfilment business otherwise than in accordance with an approval given by the Commissioners for Her Majesty’s Revenue and Customs (“the Commissioners”). A person carries on a third country goods fulfilment business if they meet the test set out in section 48 of the Finance (No. 2) Act 2017.

This instrument contains provisions necessary to give full effect to the 2018 benefits and pensions up-rating exercise.

These Regulations amend section 318C of the Income Tax (Earnings and Pensions) Act 2003 (which provides for exemption from income tax for employee benefits in respect of certain employer provided or employer contracted childcare).

Section 49(1) of the Finance (No. 2) Act 2017 provides that a person may not carry on a third country goods fulfilment business otherwise than in accordance with an approval given by the Commissioners for Her Majesty’s Revenue and Customs (“the Commissioners”). A person carries on a third country goods fulfilment business if they meet the test set out in section 48 of the Finance (No. 2) Act 2017.

These Regulations amend the Universal Credit Housing Costs (Executive Determinations) Regulations (Northern Ireland) 2016 (“the UC Executive Determinations Regulations”) to make changes to the manner in which the local housing allowance is determined.

This Order is made following a review under section 148 (revaluation of earnings factors) of the Social Security Administration Act 1992 (c. 5).

These Regulations amend the Marine Works (Environmental Impact Assessment) Regulations 2007 (S.I. 2007/1518) (“the EIA Regulations”) and the Marine Strategy Regulations 2010 (S.I. 2010/1627) (“the Marine Strategy Regulations”). The amendments are consequential on the transfer to the Welsh Ministers by sections 29, 46 and 47 (respectively) of the Wales Act 2017 (c. 4) of certain functions relating to harbours that are wholly in Wales, and functions relating to marine licensing and marine conservation in the Welsh offshore area under the Marine and Coastal Access Act 2009 (c. 23).

This Order amends Part 3 of the Finance Act 2003 (c.14) (“FA2003”). Part 3 makes provision for and in connection with a penalty scheme in relation to taxes and duties on importation and exportation.

These Regulations, which apply to England only, specify fees payable to the Secretary of State in relation to plant health services and the certification of seed potatoes and fruit plants and fruit plant propagating material. They revoke and replace the Plant Health Fees (England) Regulations 2014 (S.I. 2014/601).

These Regulations amend two sets of Regulations which impose speed limits on the M3 and M25 motorways in the vicinity of the meeting of those motorways at junctions 2 and 12 respectively.

These Regulations amend the National Health Service Commissioning Board and Clinical Commissioning Groups (Responsibilities and Standing Rules) Regulations 2012 (S.I. 2012/2996), the Care and Support (Provision of Health Services) Regulations 2014 (S.I. 2014/2821) and the Care and Support (Assessment) Regulations 2014 (S.I. 2014/2827).

This Order amends the Plant Health (Export Certification) (England) Order 2004 (S.I. 2004/1404) to provide for increases in the fees payable for services in respect of applications for phytosanitary certificates (including phytosanitary certificates for re-export) and related pre-export services.

These Regulations amend the Education (Student Loan) (Repayment) Regulations 2009 (S.I. 2009/470) (“the Principal Regulations”), which were made under section 22 of the Teaching and Higher Education Act 1998 (c. 30) and make provision for the repayment of income-contingent student loans in England and Wales.

These Regulations amend the Motorways Traffic (Scotland) Regulations 1995 so as to allow a learner driver to drive a car on the motorway provided the driver is supervised in the vehicle by an approved driving instructor in a dual control car.

UK transfer pricing rules are based on the internationally agreed arm’s length principle. Guidance on applying the arm’s length principle is set out in the Organisation for Economic Co-operation and Development (OECD) transfer pricing guidelines, which are referred to in UK transfer pricing legislation.

Paragraph 8 of Schedule 7 to the Finance Act 2005 (c. 7) introduced, in order to comply with the (then) European Community guidelines on State aid to maritime transport, a general requirement that ships entering the tonnage tax regime in future should be Community-flagged (registered in the European Union (EU) or European Economic Area (EEA)).

These Regulations make consequential and saving provision in connection with sections 3, 5, 6 and 8 of, and Schedule 1 to, the Wales Act 2017 (c. 4) (“the 2017 Act”).

Chapter 3 of Part 2 of the Housing and Planning Act 2016 (c. 22) (“the Act”), which applies to England only makes provision for the Secretary of State to establish and operate a database of rogue landlords and property agents. Section 33 of the Act confers power on the Secretary of State to make provision about the information that must be included in a person’s entry in the database.

This Order, along with the Capital Allowances Act 2001 (c.2) (“the Act”), implements the 100% first-year allowance scheme which encourages businesses to invest in energy-saving plant and machinery. It revokes and replaces the Capital Allowances (Energy-saving Plant and Machinery) Order 2001 (S.I. 2001/2541) which has been amended annually.

These Regulations amend the Recovery of Costs (Remand to Youth Detention Accommodation) Regulations 2013 (S.I. 2013/507) by inserting new amounts that designated authorities are liable to pay the Secretary of State in respect of each night on which a child is detained on remand in a young offender institution (decreased from £191 to £189), or a secure training centre (increased from £536 to £546) on or after 1stApril 2018.

These Regulations make various amendments to the Income Tax (Pay As You Earn) Regulations 2003 (S.I. 2003/2682) (“The PAYE Regulations”). In particular consequential amendments are made following a rate resolution made by the Scottish Parliament on 20 February 2018 under section 80C of the Scotland Act 1998 introducing two new bands for income tax for the tax year 2018-19 for Scottish taxpayers – the starter rate (which is lower than the Scottish basic rate) and the intermediate rate (which is in between the Scottish basic rate and Scottish higher rate).

This Order changes the years of ordinary elections of councillors for the council for the borough of Weymouth and Portland (“the relevant district”).
