These Rules set out the circumstances in which a member of a police force, a former police officer or a special constable may appeal to a police appeals tribunal. They also set out the procedures governing such an appeal.
These Regulations revoke and replace the Police (Conduct) Regulations 2012 (S.I. 2012/2632) (“the 2012 Regulationsâ€), with a number of changes, in part to reflect changes made to the handling of police complaints and police disciplinary matters made by the Policing and Crime Act 2017 (2017 c. 3). These Regulations deal with internal conduct matters brought to the attention of the police otherwise than under Schedule 3 to the Police Reform Act 2002 (2002 c. 30) (“the 2002 Actâ€). They operate alongside the Police (Complaints and Misconduct) Regulations 2020 (S.I. 2020/2) which deal with public complaints and other discipline related matters arising under Schedule 3 to the 2002 Act.
These Regulations establish procedures for proceedings in respect of unsatisfactory performance or attendance or gross incompetence of members of police forces of the rank of chief superintendent or below excluding constable probationers

These Regulations make provision regarding the handling, including the investigation, of complaints about, and related matters concerning, the police. They revoke and replace the Police (Complaints and Misconduct) Regulations 2012 (S.I. 2012/1204) and various instruments which amend or modify those Regulations. This is in part to reflect changes to the provisions of the Police Reform Act 2002 (2002 c. 30) (“the 2002 Actâ€) concerning the handling of complaints, conduct matters and death and serious injury matters (“DSI mattersâ€) made by Part 2 of the Policing and Crime Act 2017 (2017 c. 3).
This Order designates the following sites for the purposes of section 128 of the Serious Organised Crime and Police Act 2005 (“the 2005 Actâ€): Defence Science and Technology Laboratory, Porton Down, RAF Molesworth and RAF Waddington. A person who enters on the sites designated in this Order as a trespasser commits an offence under section 128(1) of that Act.
These Regulations amend the Council Tax (Demand Notices) (England) Regulations 2011 (S.I. 2011/3038) (“the 2011 Regulationsâ€). The 2011 Regulations make provision about matters to be contained in, and information to be supplied with, council tax demand notices.
This Order designates the bodies listed in the Schedule in relation to the financial year ending on 31st March 2019 for the purposes of the Government Resources and Accounts Act 2000. The effect of designation is that these bodies are required to prepare and present to the Treasury such financial information in relation to that financial year as the Treasury require to enable them to prepare Whole of Government Accounts.
