These Regulations amend the Social Security (Contributions) Regulations 2001 (S.I. 2001/1004) (“the Contributions Regulationsâ€) with effect from 6th April 2020. They are made in consequence of annual regulations setting the rate at which Class 2 National Insurance contributions are payable and which are made under section 141 of the Social Security Administration Act 1992 (c. 5) and section 129 of the Social Security Administration (Northern Ireland) Act 1992 (c. 8).
These Regulations amend the Income Tax (Benefits in Kind) (Exemption for Welfare Counselling) Regulations 2000 (S.I. 2000/2080) which remove minor benefits provided by an employer to an employee from the charge to income tax.
These Regulations make amendments to the Social Security (Contributions) Regulations 2001 (S.I. 2001/1004) (“the 2001 Regulationsâ€) in order to implement the provisions of the National Insurance Contributions (Termination and Sporting Testimonials) Act 2019 (c.23). This Act made amendments to the Social Security Contributions and Benefits Act 1992 (c. 4) and the Social Security Contributions and Benefits (Northern Ireland) Act (c. 7) so as to provide that from 6th April 2020 onwards Class 1A contributions are chargeable on:termination awards that exceed the £30,000 which count as employment income under section 403 of the Income Tax (Earnings and Pensions) Act 2003 (c.1) (“ITEPA 2003â€) andsporting testimonial payments which are treated as taxable earnings under section 226E and section 306B of ITEPA 2003.
This instrument contains only provisions made in consequence of an instrument made under section 150 of the Social Security Administration Act 1992 (c. 5), and section 132(1) of the Social Security Administration (Northern Ireland) Act 1992 (c. 8).
These Regulations amend the Immigration and Nationality (Fees) Regulations 2018 (“the principal Regulationsâ€).
Under section 59 of the Social Security Pensions Act 1975 (c.60) where the Secretary of State for Work and Pensions, under the Social Security Administration Act 1992 Act (c.5), directs the sums in section 150(1)(c) are to be increased by a specified percentage, the Treasury shall provide by Order for the increase in the rates of public service pensions. The Pensions (Increase) Act 1971 (c.56) defines certain terms and sets out when a pension “begins†(the day after the last day of service in respect of which the pension is payable) and how the increase applies to lump sums.
This Order amends the Weights and Measures Act 1985 (“the Actâ€). It partly implements Commission Directive 2019/1258 amending, for the purpose of its adaptation to technical progress, the Annex to Council Directive 80/181/EEC as regards the definitions of SI base units (OJ L 196, 24.7.2019, p. 6). Other aspects of the Commission Directive are implemented in the Weights and Measures Act 1985 (Amendment) and Units of Measurement Regulations 1986 (Amendment) Regulations 2019 (S.I. 2019/1211). The amendments in the Commission Directive update European law to reflect certain new definitions of expressions of measurement and indications of quantity of the International System of Units (SI) adopted by the General Conference on Weights and Measures at its 26th meeting which took place from 13th to 16th November 2018 (see The International System of Units (9th edition (2019)) edited by the International Bureau of Weights and Measures, Pavillon de Breteuil, F-92312 Sèvres Cedex France, ISBN 978-92-822-2272-0). The amendments do not alter the value of those units of measurement, but substitute new definitions expressed in terms of natural constants.
Regulation 52 of the Occupational and Personal Pension Schemes (Automatic Enrolment) Regulations 2010 applies employer duties relating to personal pensions contained in Part 1 of the Pensions Act 2008, and Part 1 of the Pensions (No. 2) Act (Northern Ireland) 2008, to persons employed or engaged in any capacity on board a ship.
These Regulations amend a number of statutory instruments in relation to the social security benefits administered by Her Majesty’s Commissioners for Revenue and Customs (tax credits, child benefit and guardian’s allowance) and childcare payments which are also administered by Her Majesty’s Commissioners for Revenue and Customs.
The Automatic Enrolment (Offshore Employment) Order 2012 applies certain provisions of the Pensions Act 2008 and the Pensions (No. 2) Act (Northern Ireland) 2008 to persons in offshore employment, with the effect that those persons are brought within the automatic enrolment for the pensions provisions of those Acts. This instrument removes a sunset provision within that Order which would otherwise have terminated the effect of that Order from 1st July 2020.
These Regulations amend the Individual Savings Account Regulations 1998 (S.I. 1998/1870). They provide for the annual limit on subscriptions to a junior ISA account to be increased from £4,368 to £9,000 (regulation 3).
These Regulations amend the Child Trust Funds Regulations 2004 (S.I. 2004/1450). They provide for the annual limit on subscriptions to be increased from £4,368 to £9,000 (regulation 3).
