These Regulations make consequential amendment to regulation 4 of the Offender Management Act 2007 (Approved Premises) Regulations 2014 (S.I. 2014/1198) (“the 2014 Regulationsâ€), following the creation of a new coronavirus restricted temporary release provision by the Prison and Young Offender Institution (Coronavirus) (Amendment) Rules 2020 (S.I. 2020/400).
These Rules amend the Prison Rules 1999 (S.I. 1999/728) (“the 1999 Rulesâ€) and the Young Offender Institution Rules 2000 (S.I. 2000/3371) (“the 2000 Rulesâ€). The amendments provide for coronavirus restricted temporary release (“CRTRâ€) of certain offenders directed by the Secretary of State in response to the coronavirus pandemic.
These Regulations postpone the days on which certain by-elections and local referendums are to be held during the period from 16th March 2020 to 5th May 2021 (“the relevant periodâ€).
