Each time we publish the latest assessment of England's waters through the Water Environment (Water Framework Directive) Regulation classification, a familiar headline emerges: only a minority of rivers, lakes and estuaries achieve "good" overall status. It's a figure that invites a simple reading: that progress is “too slow”, that investment “hasn't delivered”, that the water environment is stagnating or declining. Those concerns are understandable, but they are not the full story.
The 2025 classifications give us a detailed picture of England's water environment and are a powerful indicator of where action is needed most. The headline result is that 14.3% of waterbodies are classified as at Good Ecological Status. To understand what that means, you need to dive below the headlines and understand how the system works.
One out, all out
The classification framework is deliberately demanding. The "one out, all out" approach we take means the overall status of a water body is determined by its lowest-scoring element. Every single element must pass for a water body to be classified as good. That ensures we do not overlook problems that matter to ecosystems - but it also means that progress can be real and measurable without being fully reflected in the headline figure. Around a third of water bodies that failed to achieve good status this time did so because of just one element. So these headline results provide a foundation for action, but they do not tell the whole story.
Beyond the headline figures
Beneath the headline, some parts of the picture are more encouraging. The underlying data shows 82% of individual ecological indicators are now classed as Good or High status, demonstrating some underlying aspects of the health of many waterways are positive, even where overall classifications haven't shifted. Ammonia - historically one of the most significant pressures on freshwater life - is at 92.9% good status, pointing to real, sustained progress in some areas.
There are, however, known pressures that cannot be resolved quickly. All surface waters continue to fail in chemical status, which reflects the presence of persistent legacy substances such as brominated flame retardants, mercury and PFOS that will take decades to deplete.
Comparing to previous assessments
Some will remember that the figure reported in 2019 was 16.3%. It is tempting to read the difference as a decline, but the two datasets are not directly comparable. Assessment methods, monitoring and available evidence have all advanced. We have automated the assessment of Heavily Modified Water Bodies, updated baselines and removed historic "expert judgement" classifications, which increases transparency but reduces comparability with earlier cycles.
None of this reflects a weakening of the system, but a more rigorous and consistent one, meaning a water body can be classified at a lower status today not because its condition has worsened, but because we now understand it better. Better science, harder headlines
More work is needed to determine the causes of the results, but climate change, historic underinvestment, and improved monitoring are all likely factors. Stronger monitoring reveals issues that were previously hidden, giving us a firmer basis for decision-making, even where the picture looks tougher in the short term.
This is not a challenge England faces alone. Last year the European Environment Agency reported that picture across Europe remains very challenging, with a number of areas reporting below 10% Good Ecological Status by the latest 2021 statistics.
What happens next
So, what happens next? The classifications are a rigorous dataset that will drive evidence-led action through River Basin Management Plans (to be published over the winter), where communities, farmers and water companies work together to make improvements. These plans are majority funded by water companies, and the latest funding round saw £22.1 billion allocated to water environment improvements by 2030. The government's Water White Paper and the Environment Agency's EA2030 strategy reinforces this direction, with a stronger emphasis on data, partnerships and environmental outcomes.
That investment is already being put to work. It is funding the upgrade of 2,350 storm overflows, which is expected to reduce sewage spills by an estimated 85,000 a year. It is reducing phosphorus inputs to the environment at more than 800 sewage treatment works. And it is reducing the amount of water abstracted from rivers and groundwater, retaining an estimated 60 million litres of water in the environment every day. These are not abstract commitments: they are specific, measurable interventions that will show up in future classifications.
This is not just theory. The River Roch in Greater Manchester shows what classification-driven action looks like in practice: phosphate levels, which can harm river wildlife, have improved from poor in 2019 to good in 2025. Investigation traced earlier deterioration downstream to water company assets, leading to a catchment permit covering a whole group of sewage treatment works upstream of the Manchester Ship Canal, several of which were required to remove phosphate from their discharge for the first time. The result has been cleaner water, with the Ship Canal's deterioration reversed and further improvements in connected rivers, an example of how targeted action based on solid evidence delivers real results.
But we should be honest: investment takes time, and the environment takes longer to recover. We know the public want things to move faster, and progress won't always be visible in a single headline metric. That is how the 2025 classifications should be understood: not as a verdict on success or failure, but as a tool for improvement, showing us where the problems are, helping us target effort, and giving us the evidence to hold ourselves and others to account.
Turning evidence into action
Improving our waters depends on all of us working together - regulators, policymakers, water companies, land managers, communities and citizen scientists, at both local and national levels. We now have a clearer path than ever before.
These results should be seen as a starting point, not an end point. They give a clearer shared evidence base for understanding the condition of England’s waters, where pressures are greatest and where action can have most impact. Improving the water environment will be a long-term community journey, requiring the Environment Agency, government, water companies, farmers, businesses, local partners and the public to each play their part.
We will now working hard at local level to understand the complex causes behind why each waterbody gets a certain classification, so that we can plan investment and interventions over the next planning cycles. We will keep refining how, where and what we monitor so that we can develop an ever more rigorous understanding of what interventions have the greatest impact.
Better evidence is only useful if matched by the ability to act. We have significantly increased our capacity to tackle water pollution, with more staff, better data and stronger powers. Last year we completed over 10,000 inspections of water company assets, and we plan to increase farm inspections to 6,000 a year over the next three years. Since 2015 we have concluded more than 70 prosecutions against water and sewerage companies, securing fines of over £158 million, and the Water (Special Measures) Act means we are better equipped than ever to drive the improvements the public rightly expect.
The task ahead is to follow the evidence together and turn shared evidence into real, lasting improvement for England's water environment.
