The RPC has today published its corporate report for 2025-26, showcasing a year of strong performance, growing influence and continued commitment to improving the quality of evidence underpinning government regulation.
Over the past year, we have reviewed 109 regulatory submissions from across government, a 42% increase on the previous year, while delivering 95% of opinions within our 30-day target. Our scrutiny continues to drive improvements in regulatory analysis. Only 73% of submissions were assessed as fit for purpose when first submitted, but this increased to over 95% following RPC challenge and engagement through the Initial Review Notice (IRN) process.
The report also highlights our wider work. This year, we have published guidance, engaged with stakeholders across business, academia and government, and strengthened international partnerships to promote evidence-based regulation.
A key theme of the year has been highlighting the importance of independent scrutiny - which has been strongly supported by business groups, Parliamentarians and other stakeholders. The RPC has continued to demonstrate the value that robust challenge brings to policymaking, helping ensure that regulatory decisions are informed by transparent, proportionate and credible evidence.
