Lady Chief Justice’s Annual Report 2026 / Adroddiad Blynyddol yr Arglwyddes Brif Ustus 2026

The Lady Chief Justice

The Lady Chief Justice of England and Wales, the Baroness Carr of Walton-on-the-Hill, has laid her annual report before Parliament.

This is her third report as Lady Chief Justice, which showcases the work of the judiciary from October 2025 to September 2026.

Judges and magistrates perform a vital role in upholding the rule of law and ensuring that justice is delivered without fear or favour, affection or ill-will.

This report reflects the breadth of their responsibilities and is a key part of the Lady Chief Justice’s continued drive to enhance public understanding of the work of the judiciary.

In her foreword, she said:

“The strength, resilience and stability of our judiciary are among the great constitutional assets of England and Wales.

“But resilience and stability do not mean standing still. This report shows that, while it is in many ways ‘business as usual’ for the judiciary, we also look to the future for ways to modernise, innovate and continue to serve a changing society.”

She also thanked all judicial office holders:

“Your work is not easy. It takes expert knowledge, dedication, moral courage and resilience to continue the administration of justice in a climate of ongoing change.

“Thank you for all that you do, and continue to do, to maintain public confidence, uphold the rule of law and do right by all people.”

The report is available to read online in both English and Welsh.

Mae Arglwyddes Brif Ustus Cymru a Lloegr, y Farwnes Carr o Walton-on-the-Hill, wedi cyflwyno ei hadroddiad blynyddol gerbron y Senedd.

Dyma ei thrydydd adroddiad fel Arglwyddes Brif Ustus, sy’n rhoi sylw i waith y farnwriaeth rhwng mis Hydref 2025 a mis Medi 2026.

Mae barnwyr ac ynadon yn cyflawni rôl hanfodol wrth gynnal rheolaeth y gyfraith a sicrhau bod cyfiawnder yn cael ei weinyddu heb ofn na ffafriaeth, hoffter na chasineb.

Mae’r adroddiad hwn yn adlewyrchu ehangder eu cyfrifoldebau ac yn rhan allweddol o ymdrechion parhaus yr Arglwyddes Brif Ustus i wella dealltwriaeth y cyhoedd o waith y farnwriaeth.

Yn ei rhagymadrodd, dywedodd:

“Mae cryfder, cydnerthedd a sefydlogrwydd ein barnwriaeth ymhlith asedau cyfansoddiadol mawr Cymru a Lloegr.“Ond nid yw cydnerthedd a sefydlogrwydd yn golygu aros yn yr unfan. Mae’r adroddiad hwn yn dangos, er ei bod hi, mewn sawl ffordd, yn ‘fusnes fel arfer’ i’r farnwriaeth, ein bod hefyd yn edrych tua’r dyfodol am ffyrdd o foderneiddio, arloesi a pharhau i wasanaethu cymdeithas sy’n newid.”

Diolchodd hefyd i bawb sy’n dal swydd farnwrol:

“Nid yw eich gwaith yn hawdd. Mae angen gwybodaeth arbenigol, ymroddiad, dewrder moesol a chydnerthedd i barhau i weinyddu cyfiawnder mewn hinsawdd o newid parhaus.“Diolch am bopeth yr ydych yn ei wneud, ac yn parhau i’w wneud, i gynnal hyder y cyhoedd, cynnal rheolaeth y gyfraith a gwneud yr hyn sy’n iawn i bawb.”

Mae’r adroddiad ar gael i’w ddarllen ar-lein yn Gymraeg ac yn Saesneg.
